Regulation to Sustainability in Today’s Podcast With Constellation Energy Pt. 1

Today we start a two-part series with Richard Spilky and Raj Bazaj from Constellation.  Richard is Principal of Retail Market Development and Raj is the VP of Sustainability Solutions.

In part one you will hear from both men, Raj discussing Constellation and Richard discussing the competitive versus the non-competitive markets within the retail electricity space.   He goes on to tell us how the electric market followed other markets such as the telephone long-distance service companies in deregulation.  Learn why the phone services became competitive in all 50 states, yet in the retail electricity markets, there are only 14 truly competitive states.

With a career spanning 30 years in the retail energy industry, Richard helps customers, legislators and regulatory bodies navigate the densely complex regulatory landscape of retail and wholesale power markets across the country. Richard’s solutions-oriented drive and inherent understanding of how policy impacts energy markets has made him a trusted advocate for retail customers and a trusted resource for policymakers.

Professional History

Richard rejoined Constellation in 2015 as a Principal in the Retail Analytics group, a role in which he primarily advises customers on how to navigate complex policies and regulations against their energy needs and in a cost-effective manner. He also advises state legislative bodies and regional regulatory commissions on how the political landscape affects customers and retail energy markets at large.  Most recently in this role at Constellation, Richard has represented customer interests and retail market issues before the Illinois Commerce Commission, the Indiana Governor’s Office, Michigan State Senate, New Jersey Board of Public Utilities, New York Public Service Commission, Virginia Committee for Fair Utility Rates, Illinois Manufacturer’s Association and various other customer groups in several states. 

Richard transitioned back to Constellation in June 2015 through its merger with Integrys Energy Services, where he served as a Product Development Manager and Senior Regulatory Analyst since 2011, and Director of Power Deal Management for five years before that. Richard initially worked for Constellation in 2000 as the Director of Electric Pricing and Products for four years before moving to MidAmerican Energy as the Director of Electric Services. His retail energy career began in 1990, where he worked for ten years at Alliant Energy in various consulting, marketing, and customer service roles.
